Writing the report

I am writing the report for the project we are running at Banverket on information- and document management. I think we had too little time to reach our goals in the project. Banverket delayed the contract almost 5 month. You can not change the word in 12 month, less successful you will be in 7month.

Invited lecturer at IT-univ.

Yesterday I held a lecturer on basic archival science on a course at IT-university in Gothenburg. The course name is "det sårbara it-samället". More about the course can be found here: http://techrisk.se/.

It was a new kind of audience, when the majority of the course participants was interested in technology and some seemed to be very skilled in technology as well. It was difficult to prepare the lecture when it was difficult to assess the level of knowledge the students had. If I'll be invited next year, I will be better prepared and even better can adjust my lecture to the overall course content.

UBC

This week I vistited the UBC (University of British Columbia) and the SLAIS (School of Library, Archives and Information Science). I spent two days with them. The SLAIS has been in charge of the INTERPARES research I, II, & III. The III is still running and involves many countries. Luciana Duranti has done a terrific work to keep the whole research together.

I was visiting for one specific purpose, and that was to learn more on the research program they now run that deals with Digital forensics in cooperation with the Vancouver Police Department. I went with two students to the Vancouver PD on tuesday, and as a sworn officer it was very nice.

UBC is the only school in North America that offers a master program in archival and information science. The other universities only offers master program in cooperation with library and information science.

I ended that fantastic day by following my relative "Eric Borglund", former police officer at VPD to see the Vancouver Canucks vs NY Rangers.

E-delegationen

Den 19 Oktober kom E-delegationen med sin SOU avseende strategi för E-förvaltningen. Det var en tjock skrift, men det som var intressant jämfört med tidigare arbeten var att denna gång beaktas arkivproblemen.

Även om arkivproblematiken inte lyfts fram som en central funktion så kan det ändå gå att läsa till sig att delegationen verkligen förstår att i en e-förvaltning skapas informationen digitalt och denna information måste hanteras över tid i enlighet med TF 2kap. Tidigare initiativ för en effektiv e-förvaltning har inte riktigt beaktat denna problematik. Konstigt är det ju att man 2009 fortfarande tror att arkiv är en undanskymd plats i en organisation där kufiska arkivarier arbetar.

Jag hade oaktat min positiva inställning, hoppats att e-delegationen hade insett att en myndighets samtliga handlingar är en del av dess arkiv, och all information som skapats i och inkommit till en myndighet är handlingar, dvs nästan all information i myndigheten är dess arkiv. Detta leder till att arkivet är egentligen den funktion som skall garantera att en myndighet har tillgång till sin verksamhetskritiska information och att myndigheten kan utföra sitt uppdrag med hög kvalitet.

Men fortfarande verkar man inom statlig förvaltning tro att arkivarien är en kuf i källaren.

Kaos med Rakel

Den som följt mig och min forskning vet att jag har en bakgrund som polis. Mina gamla kollegor har tydligen nu det mycket tungt avseende teknik, då det nya TETRA baserade radiosystemet inte uppfyller de säkerhetskrav som man kan ställa.

Jag kan inte annat än beklaga då RAKEL var avsett att skapa en säker plattform för polisen och andra blåljusmyndigheter att kommunicera. TETRA möjliggör också dataöverföring, så möjligheter har funnits att skapa nya tekniska applikationer som skall ha stött polisen i sitt arbete.

I viljan att skapa en gemensam lägesbild som är en av polisens stora missioner, är det förödande att deras radiosystem inte håller måttet för att skapa trygghet bland poliserna. Skapas inte tryggheten så kommer man aldrig att känna att radiosystemet ger det stöd som är möjligt.

Hoppas verkligen att det blir till en ändring. Under sommaren då jag följde polismyndigheten i Jämtlands arbete med EU toppmötet i Åre, så användes TETRA som radioteknik. Polisen satte dock upp ett eget TETRA nät, skiljt från MSBs nät, dvs RAKEL. Som forskare inom tillämpad IT kan jag bara förundras varför detta problem verkar dyka upp i Sverige, då det finns flera andra länder som har infört ett TETRA-baserat radiosystem.

Invited speaker on an IQPC conference

Tomorrow afternoon I will be holding a speech at the "electronic information management conference" (elektronisk informationshantering) arranged by IQPC.

I will talk about the business benefits of recordkeeping, and why the preliminary analysis found in the ISO 15489 standard is so important. Too often I have found organizations that just implement the system, without putting any effort into trying to follow the steps found in the ISO 15489. One other theme within my presentation will be the importance of working proactive when dealing with recordkeeping.

The appraisal, the requirement engineering, the metadata definition, etc must all be done proactive. Unfortunately very few persons work proactive with electronic records.

The business values you get from a sound recordkeeping strategy seems to be something few persons are aware of. Today I was called by a IT-department employee at one large government agency in Sweden. He wanted me to do some consultancy work related to electronic archiving. He was of the category persons that think that the archive is an old dusty building that no one really want to keep. He was not convinced that sound recordkeeping is an important part of a modern government.

There will always be more ignorant persons than competent.

Wave dag 4

Jag har inte kunnat maxtesta Wave då ingen av mina wave kompisar vill testa systemet max. Men så är det. Ny teknik kräver sin mognad och alla verkar inte vilja vara sådana.

Dock är det lite synd att Wave inte går att köra på iPhone. Det är förvisso konstigt då iPhone ändå kör Safari, men så är det.

Dag 2 med Wave

Det är svårt att testa Wave då jag inte har så många vänner ännu som har Wave. De ynka invite som jag hade har använts med omsorg. Det gäller att de som blir invitade också vill testa Wave.

Jag har försökt få några kollegor att komma med, så vi kan testa Wave i ett av våra forskningsprojekt, som internt samarbete. Men än så kan jag inte ge några analyser på funktioner ur ett arkivvetenskapligt perspektiv.

Google Wave första timmarna

Jag har i kväll använt Google Wave i ca 3 timmar. Det var ett innovativt gränssnitt och tyvärr har jag för få vänner just nu som har Wave konto så det är svårt att testa. Varför vill en forskare i arkiv och informationsvetenskap testa Wave?

Det fascinerande med Wave är att du startar en "våg" som du skickar vidare mot någon eller mot några. Dessa kan sen kommentera, lägga till saker, osv och allt är en kontinuerlig levande produkt. När som helst kan jag gå in i "vågen" och studera vad som hänt med en uppspelningsfunktion.

Sett ur ett arkivetenskapligt perspektiv är "vågen" ett record som hela tiden är på väg att bli till. "Vågen" är bäraren dit varje ny instans kopplas. En våg skulle kunna vara ett ärendenummer, tex. Det fantastiskt innovativa med Wave är att du kan se livscykeln på vågen oavsett var du hoppar in. Jämfört med the Record Continuum model är detta mycket snarlikt.

I projektet Bygga Villa som vi drev vid Mittuniversitetet var just en av slutsatserna att ärendet är det som skall vara bäraren av de händelser som sker i tex. en bygglovsprocess. Som ett objekt som andra objekt skapar en relation till.

Nu är jag synnerligen medveten om att Google Wave och en sund arkivhantering är långt från varandra i dagsläget, men hela idén är genial och förhoppningsvis skapar detta nya möjligheter och tvingar arkivvetenskapen att ta nya tag.

Google Wave

I am sad, that Google not yet have approved me to become a tester of Google wave. Based upon the presentation Google made of the "Wave" it seems to be a service with many interesting functions. But as researcher I want to test the service with a research purpose:

I want understand the what kind of records the Wave can create
I want to learn how to manage those records
I want to learn how the Wave can be a complement in supporting work processes
But foremost, I am a googleoholic and want to test new stuffs

Sweden Energy

Last week I was invited to speak at a meeting for administative staff working in public and private energy companies, by the organization Sweden Energy. My presentation aimed to describe why it is important with a fucntional records management. It is always nice to be invited to present things that you enjoy.

Web 2.0

Today my short lecture at the library last week was noticed in the newspaper. Maybe not a long article but anyway it was an article. As researcher it is important for me to distribute the findings from my research, not only to the organizations that fund the research, but also to the surrounding environments.

The article is in Swedish, but is about my future research interest to reach a capacity to preserve records born in social software. It is a challenge, I know but a interesting one.

Presentation om Enterprise 2.0

Idag var jag inbjuden att hålla en populärvetenskaplig föreläsning i vad som Mittuniversitetet kallar "Dubbelkvarten", dvs en föreläsning i 30 minuter.

Jag valde att fokusera på en presentation om Enterprise 2.0 dvs hur social mjukvara hamnar i företagen. Det kan te sig märkligt att en forskare/lärare i arkivvetenskap gör detta. Men i en nära framtid kommer social mjukvara vara en av de största utmaningar som arkivarier ställs inför avseende informationsbevarande.

Social mjukvara förändrar vår vardag och därmed också informationsflöden. Vi kommer ställas inför svårigheter kring hur vi skall bevara innehållet till exempel från politikers bloggar, lobbyisters bloggar och alla andra bloggande individer. En blogg kanske är enkelt, men hur gör man med Twitter, orkut, Facebook etc. En utmaning är det i alla fall.

Dagens föreläsning besöktes av ca 30 personer vilket var mycket kul. Det är roligt att denna populärvetenskapliga satsning attraherar ganska många i lilla Härnösand.

Today I have started the journey to Molde and the 32nd Information systems research seminar in Scandinavia i.e. IRIS32. This will be my 6th IRIS and I will continue to participate when the community gives me both new knowledge and is a excellent place for networking.

Summering

Att summera en veckas forskning under EU mötet i Åre är inte lätt. Jag är evigt tacksam till polismyndigheten i Jämtland för deras välvilja att låta mig ta del av denna kommendering. Jag har förvisso ett forskningssamarbete med polismyndigheten i Jämtlands län med tanke på deras CERTUS etablering, dvs samlokalisering av blåljusmyndigheterna.

Det visade sig att uppnå en gemensam lägesbild även under en lugn kommendering är ganska svårt. Det visade sig att även dokumenthantering är en komponent som är viktigt i denna strävan. Jag kan konstatera att trots att det kan låta märkligt så är arkivvetenskaplig teori i högsta grad nyttig för att uppnå en gemensam lägesbild. Jag kommer återkomma i detta ärende.

Polismyndigheten i Jämtlands län är den första myndigheten som visar öppet intresse för forskning och forskningsresultat. Jag ser fram emot denna konstruktiva samverkan.

Second day

Today the EU delegates came to Åre/Östersund airport for transport to Åre and beginning of their meeting.

The day was nice, and everything has been working very smoothly. One can just summarize this calm day, that even if it has been a calm day, things can go wrong.

Information management seems to be a very crucial and important task on large police operations, such the protection of this EU meeting.

More informtion tomorrow when I will head for Åre and visit a command post, and a command support unit.

First day

0500 the alarm clock waked me and the first day on this research data collection journey started. I followed the entire support staff to Åre for a first briefing of the entire entire meeting. Overall we were almost 400 persons, and the County Police Commissioner welcomed all to the county of Jämtland. After the welcome speach the Strategic Commander, presented his overall goal with the police work during the EU meetings. Finally the three Police operational commanders presented the planning in detail.

The whole took 1.5 hours and was a very well planned session, and I am totally convinced that everyone got the most important information they needed.

After that I went back to Östersund to follow the final work to establish and make the support staff operational. The Chief of Staff lead the work and during the hours I followed the work I learned a lot, and especially that you can never be sure that all will be smooth even with good planning. I learned some basics in how the staff is working, which is totally new for me even if I have a 19 years background from the police.

I am very much looking forward for tomorrow when I will continue to follow the work at the support staff. Tomorrow the first delegates will arrive.

In Östersund/Åre

Today I went to Östersund and Åre to do some research on information management in operational police work during the EU meeting that will be held in Åre between 23-25 of July.

I will follow the work at the main command post, the remote command post and also follow the mobile command post that will be used during the meeting.

The research aims to focus on how the Police manage a common operation picture, and how that is transfered between different command posts.

Presentation

Idag var jag inbjuden av arkivarien på Statens PensionsVerk (SPV) för att hålla ett kort anförande kring arkivering inför ledningsgruppen.

Som brukligt då jag skall hålla föredrag, presentationer inför organisationer så brukar alltid min dotter vara sjuk, och så även denna dag. Sarah fick som vanligt följa med pappa och lyssna på verksamhetsnyttan bakom en effektiv arkivhantering. Hon skötte sig exemplariskt och jag hoppas att hennes närvaro inte distraherade åhörarna så de inte hörde vad jag sa.

Det är synnerligen stimulerande att hålla föredrag för personer som vill lyssna, och som vill ta del av den kunskap inom området elektronisk arkivering, elektronisk dokumenthantering. En av rollerna som jag anser mig ha som forskare är att vara med att försöka skapa intresse för förändring. Att lämna det analoga paradigment och gå emot det elektroniska eller digitala paradigmet.

Jag finner också dessa föredrag som jag gärna tar på mig, skapar ett nätverk som inför framtida forskningsprojekt kan utgöra nya och nyttiga samarbetspartners.

Ifrågasatt examinationsrätt

Den 19/5 presenterade Högskoleverket sitt beslut om att ifrågasätta examinationsrätten för ett antal utbildningar. Två av dessa var de arkivvetenskapliga utbildningarna i Stockholm och i Uppsala.

Beslutet visar att den tolkning av Bologna som Mittuniversitetet gjort är hållbar. Vidare är det synnerligen glädjande att forskning inom arkiv och informationsvetenskap ytterligare värderas. Den fleråriga forskningssatsning som Mittuniversitetet bedrivit är mao helt rätt. Att vi nu snart har 4 disputerade lärare och en professor skapar en fantastisk bas för framtida satsningar.

I maj började hos oss också två doktorander inom projektet CEDIF . Vi hoppas att vi nu kan genom dessa ytterligare stärka arkivvetenskaplig forskning vid Mittuniversitetet.

Enterprise 2.0

The idea with Enterprise 2.0 is about using social software in business. Today I replied in a discussion forum on a question whether Sharepoint could serve as a engine for enterprise 2.0 solutions. I do not question the Sharepoint capacity, but is this the best way to go? If you use e.g. twitter and blogs in your private life, would you use the special company blog, and company twitter? I doubt that and think that the whole idea with social software is that the borders is less obvious and one can interact outside the traditional organization.

I propose that the focus instead is on how to use ordinary social software in a way that security, integrity problems can be solved, so that business not need to create a social software that none will use.

For records managers it is a challenge to capture and store records born in social software. But that problem is almost identical even if one use public social software or enterprise developed software.

Loggningslagen ger nya arkivjobb

Den föreslagna loggninslagen lyfts fram i C&S. Något som inte verkar bekymra vare sig politiker, lagstiftare, mfl är lagringsproblemet. Att bara tro att disk är billigt och därför kommer lagringen inte vara ett problem är synnelrigen naivt.

Beroende på hur den föreslagna loggningslagen kommer skrivas kan man anta att det som man vill lagra är människors aktiviteter i en IP-baserad kontext. Men var drar man gränsen. Skall allt jag gör på Internet eller via Internetbaserade tjänster lagras kommer det att bli enorma datamängder. För skall lagringen av trafikdata ha någon nytta så måste detaljerna finnas med. Tex. bara att jag ringer till X är inte bevis nog, utan även vad jag sade till X behövs för bland annat en brottsutredning.

Ur ett lagringsperspektiv ser jag denna lagstiftning som ett nytt verksamhetsområde för lagringsföretag, men även för arkivarier. Det kommer behövas arkivarier som hjälper till att strukturera all data, så den blir sökbar och användbar även efter några måndader.

Kostnaden för denna loggningslag kan bli enorm för Internetleverantörer vilket i debatten verkat få en underordnad betydelse.

The continuing of IPRED

The IPRED legislation have given the music industry and movie industry new interest in their fight against illegal file sharing.

Strong lobby groups in Sweden and in Europe want to force all Internet providers to store all traffic data for a couple of months. Yet is not the details clear on how this will be done practically. We can absolutely be sure that this will result in enormous amount of data, that needs to be stored and possible to search.

I foresee a situation where this legislation will result in new business areas for the storage sector, as well for archival practitioners.

Just imaging how much data one person is producing if every action is to be captured. Just imaging the need for new METADATA structures which makes this data possible to find and catalog.

We will see what this legislation ends with but it will more work.

The second June 2009, my colleague Anneli Sundqvist will defend her thesis: Search Processes, User Behaviour and Archival Representational Systems here in Härnösand at 1300.

The research is of interest for everyone that are interested in archival science.

How to capture social software

Social software has been more popular than ever the last years. Today there is a trend towards increased use of services as e.g. TWITTER instead of classic Bloggs. Politicians in Sweden use TWITTER as a new way to share their thoughts to the surrounding society.

Even the www.krisinformation.se - the national website for emergency information have become available on TWITTER. They use TWITTER as a new channel for distributing important messages to the public.

I like the idea, because it is an easy service and it gives an option to share information in new forms. But there are some problems not yet solved. Who is responsible for preserving the posts on TWITTER that public agencies produce? How should TWEETs that are records be captured, and what metadata is necessary to apply on those records?

The problem from a recordkeeping perspective should not be a hindrance for development of new kind of social software, but there is a need to establish research that aims to solve the recordkeeping related problems that can be an outcome of public use of social software.

Oslo and Gothenburg

The next couple of weeks I will first visit Oslo and the north European archival educators network. Me and my colleagues will also spend some time with archival educators at Oslo University to establish some more permanent collaboration.

In middle of April I will go to Gothenburg as a one guest lecturer at the IT-university of Gothenburg.

Presentation

Today I hold a short speech for the companies within Sundsvall municipality on the importance to have a working document management system. It was one of many activities we have together with Sundsvall Municipal.

Research fundings

This week I got a negative response from the County Administrative Board that they did not intend to co-fund a project I planned on common operation picture in large crisis.

We (me and my project partners) are now looking for alternatives to fund this project and I am quite sure that we will succeed. The long-term goal with the project is to increase the regional competence in large crisis management.

I am so grateful that there are persons that are interested in how to solve the many problems that are related to digital preservation of information.

The LDP project

I have now been traveling to Luleå twice, by car, within the last month to represent Mid Sweden University at two dissertations Luleå University of technology.

The LDP project (Long Term Preservation) started their research in 2004, and we have been working parallel in the field on long-term preservation since then. Before christmas and last week two of their doctoral students became PhD's.
